Commercial/Non Domestic BER Certs
Non-Domestic Energy Rating
If you are selling or letting a Non-Domestic (i.e. commercial) building, you must provide a Building Energy Rating Certificate and an advisory report from the 1st January 2009. Failure to produce a printed copy of the BER Certificate to an authorised officer of the building control authority may fine up to €5,000.
Since the 1st of July 2008, a Building Energy Rating (BER) has been required for new Non Domestic buildings (i.e. Commercial) for which planning permission are applied on or after 1st July 2008. Non-Domestic Buildings are gauged in different levels, Level 3, 4 and 5 depending on the complexity of the particular building.
Progressive Energy BER uses the Non Domestic Energy Assessment Procedure (NEAP) to demonstrate compliance with specific aspects of Part L of the Building Regulations. NEAP is also used to generate the Building Energy Rating (BER) and advisory report for both new and existing non-domestic buildings. The BER is an indicator of energy performance covering energy use for space heating and cooling, water heating, ventilation and lighting.
Our services also offer designers and planners (i.e. Architects, Engineers & Developers) to build an energy efficient non-domestic buildings. Progressive energy Rating can carry out an assessment based on the specification and plans on the proposed building and to determine if the proposed building complied with the current regulations (i.e. Part L). In addition, we can also define the energy consumption and CO2 emissions for this proposed building and hence improvement.
In order to offer you an adequate quotation on this type of assessment, we will forward you a prepared a list of information we required as follows:
- General details on the proposed building (i.e. Building Type, Building orientation, usage, service strategy, property address, client information, etc.)
- Full details of the floor plans, elevations and sections on the proposed building. Please ensure any important information (i.e. dimensions, area) are clearly shown on the drawings;
- Specification on construction fabric (i.e. building materials on floor, roof, internal and external walls, glazing, doors and roof-light profile.)
- Specification and details on HVAC (Heating, Ventilation and Air Conditioning) systems, HWS (Hot Water System) and plant efficiencies
- Specification and details on Combined Heat and Power generator if any
- Proposed type of fuel used (i.e. Natural Gas, Oil, LPG, Boilgas, Coal, etc.)
- Details of renewable energy system used (i.e. Solar energy System; Photovoltaic System; Wind generators)
- Full details of lighting system and lighting controls
- Specify if different lighting and ventilation system used in different area
- Minimum requirement of Air permeability of the building
NEAP calculates the energy consumption and CO2 emissions associated with a standardised use of a building. The energy consumption is expressed in terms of kilowatt hours per square metre floor area per year (kWh/m2/yr) and the CO2 emissions expressed in terms of kilograms of CO2 per square metre floor area per year (kg CO2/m2/yr).
Once the assessment is completed, the data file will be submitted to Sustainable Energy Ireland SEI for approval and publication of the BER cert & associated improvements report, etc. This process generally takes approximately 1-2 weeks to issue the Building Energy Rating Certificate and advisory report.
Please note that Progressive Energy BER must receive payment in full prior to the Non Domestic BER cert being issued (in either electronic or hardcopy form)
